AMD has a planet load of 6800 variant (6800, 6800XT, 6900XT, 6950XT) still in stock. The 'best' is the 6950 heavily underclocked and undervolted, since it has the uncut die. Out-of-the-box, the 6800 is best at performance per watt.
Be warned, you are buying these cards today on the cusp of a general re-adjustment in the price of GPUs 400 - 800 currently.
They are not here, is there a date set yet?
We don't know how they perform.
We don't know how much they will cost or how much of an impact on the 6000 cards they will have.
Yeah, if you already have a half decent card, wait a while.

RX 6750 XT (Granted only had it for six days but did not come across this issue at all)
It might be worth using DDU remove and reinstall again

I tried removing all drivers with DDU and reinstalling and it didn't have any effect.
Basically it's working fine and then it's a sudden big drop in Clock speed and fps. Then it bolts back up to the required clock speed.
One thing I have seen recommended is increasing the min clock frequency? (edited)

Although this looks super good compared to the 6800 non XT posted earlier.

If you happen to have any old parts laying around, you can trade them for CeX vouchers to made that 6900 XT even better.
Both are very good cards though.
If playing at 1440p max settings this is a very solid card (that can do some 4K too), at 4k the 6900 XT is a bit more capable (10-15% better usually). (edited)

My system isn't overheating as my temps when this occurs are around 52-55c, the gpu isn't maxed out although I am playing Elden Ring which is fairly graphically demanding I suppose.
Any help would be appreciated!
