Knipex Cobra XS Water Pump Pliers (100mm) 87 00 100 - £18.17 @ Amazon

This is the cheapest I have seen them in a while. Granted, these are expensive for some tiny pliers, but they are top notch in terms of quality and are excellent for the EDC (everyday carry) enthusiast and makes a great stocking filler. I have used mine for many odd jobs and always have it handy in the car.
