Obviously not a patch on a big electric fan but to sit unobtrusively under my monitor at work it's absolutely fine

The rattling noise is cause by movement of the thin-metal fan blades and that its only fixed to the motor by one screw in the centre. Stopping the metal of 'rattling' against the motor means you have to glue the outer radius of the motor to the fan, or bend the metal outwards a bit.
and what emanates is incredibly similar to white noise so quite useful
