Just a bad idea. In a time with heavier and heavier cars why would anyone limit themselves to something that may not do the job.
None of the specks on this jack are good. When buying a jack you need to look on minimum height (remembering your tyre will be flat so very low at the jacking point).
Min. Height: 5.25", Max. Height: 12" means that it wouldn’t get under a loaded MX5 with a flat tyre and it wouldn’t get many SUV’s off the ground enough to change a tyre.
Many cars also are so heavy and due to the placement of the jack points means that you will be lifting the majority of the weight of the car so just buy a 2.5+Tonne jack and you can lift anything on the road. Buy cheap, buy twice.
This jack is better in every way - 2.5T low profile jack
If you can’t afford a better jack just stick to the car’s original - at least it was made for the job.

Would this be safe on a medium / large car with the lift weight of only 1.3 Tons as tempted by the price.

Depends on what your car weighs, obviously the car jack won't be lifting the entire car, only a corner so it should be ok and safer than a scissor jack. Personally, I have a trolley jack (like this one) that has a higher lifting weight than my entire car - for complete peace of mind.

But if you wanting this for a spare wheel change or occasional lifting to place jack stands under the car it should be fine.
