My local Barnardo's. I got a bunch of 4K Blu-Rays from there recently for £1 each. They'd priced them the same as their DVDs for some reason!
More seriously, WOB is probably best right now as their 30% off 3 Blu-Rays can be great value, and I've found they're good about replacing substandard items (as long as you go through chat).
eBay is probably the king for getting a real bargain, as long as you're patient. I'm still amazed I got the 5-disc version of Bladerunner for a tenner.
