Tried on the website, the app and over chat, and got locked out for 24 hours a couple times as well. Ended up having to sign up using gift cards while I was there. Put enough on for a month and a half and thought I'd try adding a payment method once the account was up and running. Tried couple days later and couldn't get any of my cards to work and was locked out for 24 hours again (chat support informed me).
Gave it a week and tried again using both the app and website and after two declines decided to go for the Web form through the chat help. Even the web form failed. The chat helper said nothing else could be done aside from speaking to my banks, but they told me I have no restrictions on foreign transactions and that they haven't even had any requests that they've blocked/declined from Netflix or originating from Turkey.
Its strange because I tried multiple cards that work abroad and have both direct debits and international online purchases made on them. So seems some kind of loophole may have been closed. I think the normal thing (and certainly what I did) is to create a Netflix account in the UK, with a UK payment card, then after a month cancel it.
Then, when you are in Turkey, re-activate the account using a gift card. Then when the gift card runs out, the account already has a payment card on it, and Netflix charge that card.
