When I let my payment method for my Turkish Netflix accidentally expire a few months back I faced the same issue, I then tried accessing via the Netflix app on PS5 and it let me update payment method without asking for a phone number. Might be worth a try (edited)

I'm currently paying for Turkish netflix using monzo, unfortunately my card expires this month. Do you have any advice? Let the card expire and try PS5 to add a new one or is there another way to add a new card? Was your ps5 on a vpn to Turkey when you added new card details?
