Yes, white vinegar does reduce the surface tension of water.

Surface tension is a property of liquids arising from the attractive forces between the molecules of the liquid. Water molecules are strongly attracted to each other, resulting in a relatively high surface tension.

When you add vinegar (acetic acid) to water, the acetic acid molecules interfere with the hydrogen bonds between the water molecules. This disruption of the intermolecular attractive forces in water causes a decrease in the surface tension of the water-vinegar solution.

The acetic acid molecules themselves also contribute to lowering the surface tension, as they have a lower surface tension than water molecules.

This reduction in surface tension by adding vinegar to water is why vinegar solutions are sometimes used as additives in certain cleaning products. The lower surface tension allows the solution to penetrate and spread over surfaces more easily, improving its cleaning ability.
