It depends, with moderate use it can be cheaper to have this on at low setting in a small to medium room than banging on the central heating for half hour.

The best thing you can buy and it has honestly saved a fortune, is the heated throws. Best £40 you will ever spend.
Heat the body instantly and cheap as chips to run.
Obviously only practical if you don't have kids running round the house.

Sat on the sofa absolutely no need for the heating.
