You'll have to open notepad. Dont write anything into it, just save as a blank notepad as an xml file. to do that, click "save as" then rename the file to "SystemInformation.xml", click the "Save As Type" to read "All Files", and save it under the location of X:\SteamLibrary\SteamApps\common\Jade Empire\data
(X is just a placeholder for whatever drive you may store you steam library/games too)
Once you ensure that xml file is there, go to your steam library folder (it should just be the parent folder of all those files) and look for a file that reads "steam.dll". copy an paste that file into your Jade Empire game folder.
If you want it to run at a smooth 60fps you'll have to add more files to the game folder as per follows:
Navigate to your Jade Empire folder (the default being something like "C:\Program Files\Steam\steamapps\common\Jade Empire\") and look for a file named JadeEmpire.ini.
Open/edit the file with Notepad (or alternative of your choice) and look for the following line:
ClampFPS=1
What this line in the config file does is limits your framerate in the game to 30FPS, which is a big no-no for a modern PC gamer.
All you have to do is change that line to
ClampFPS=0
In addition you should also check that the line RefreshRate has the appropriate value for your monitor (this should be setup properly by default, but doesn't hurt to double check).
If that doesn't improve things for you, look for D3DAdapter, which is set to 0 and set it to 1. So the line should look like this:
D3DAdapter=1
3. If you want to play with an xbox 360 controller, yet more faffing about needed by editing the config file:

Got all this from Steam community guides when i struggled to play itvway back when.
