Hmm I'm always on the lookout for a PC decent enough to play strategy games of the past (Sim City 4, Cities Skylines 1, and the upcoming Cities Skylines 2.

The latter ones require a lot of RAM, so 32GB is a must

Also I mainly play in 1080p. So would it be overkill in getting the above PC and similar?

You won't need that much RAM: 16GB is fine for most games. This is overkill for your games, but it's good value

Would something like this be overkill for a business PC, I am looking for a PC plus 2 screens for a budget of around £1k. I was thinking of purchasing a Dell All in One but its similar money and has no upgrade capabilities

It'll really depend on what you use it for. Business can mean anything from basic office apps to full multimedia production/graphics work/media streaming/stats packages. This will undoubtedly cover a broad range of use cases including the more demanding side of things.
