About this deal

You can apply for a 100% discount on the Congestion Charge if you are a Blue Badge holder.

Before you start
Before we apply for the Blue Badge discount, you need to set up a London Road User Charging account. (Sign in now if you already have an account.)

To create an account, click on 'Continue' and complete all required fields. You can also set up optional services, such as mobile phone text alerts, to help you manage your discount.

Applying for your Blue Badge discount
Once your London Road User Charging account has been created and you sign in, you will be directed automatically to complete your discount application.

You will need to upload images of:

Both sides of your Blue Badge
Plus 1 of the following proofs of identity:

DSS benefit entitlement letter (less than 7 months old)
Current passport
Current driver's licence
Pension book/entitlement letter (less than 7 months old)
Birth certificate (same first and last names as the Blue Badge - not a Certificate of Registration of Birth)
Marriage certificate (same first and last names as the Blue Badge)
Current bank or credit card statement (no more than 3 months old)
Deed Poll Certificate (same first and last names as the Blue Badge)
Transport for London More details at

You can register two cars for this discount for free. Neither car has to display the badge to get the 100% discount on the Congestion Charge.

    I'm going to be a bit controversial here...

    Why should blue badge holders get free parking, congestion, etc?

    Some blue badge holders are millionaires. Free parking and congestion should be done by income/wealth for blue badge holders in the same way benefits are done.

    You can apply for a 100% discount if you hold a Blue Badge valid in the European Economic Area.

    There is a £10 registration charge for the Blue Badge discount. You will need to renew the discount in line with your Blue Badge expiry date. There is no charge for this, as long as you reapply within 90 days after the expiry date.

    The fact people are moaning that blue badge owners should not get hit with a congestion charge are missing the point - nobody should be getting hit with this. Those who drive pay tax on the car, tax on the insurance, emissions tax, etc etc ... this is just another scam to take money from the car owners

    True. Also, I paid tax on my shoes so I should be able to walk down any motorway I want. Because that's how tax works right, you pay it and it's an all access pass.

    Just to note Disabled people whose vehicles are registered with the DVLA as having 'disabled' or 'disabled passenger vehicle' tax class benefit from a grace period which exempts them from paying the ULEZ charge until 24 October 2027. This is valid as long as their vehicle doesn't change tax class.

    This badge is 80% misused by the family members for parking and they are untouchables. The kings of UK who can park anywhere, and still pay nothing.
    A big scam on the overall system that was originally designed for the genuine people.

    Blame Parking Wardens. They have the power to ask to see the photo on the back of the card. In 20 years of holding a Blue Badge, I've been asked just once.

    What surprises me is just how many very large, very expensive vehicles, are parked by Blue Badge holders

    "Wealth" and "Blue Badge" is not a very common combination, in my experience.

    Lots of cities around the world have a congestion charge. New York and San Francisco are about to start too. It's the future, like it or loathe it, more UK cities will be doing it soon.

    Given all vehicles used by Blue Badge owners are already registered at DVLA Swansea as a Disabled Users Vehicles for Car Tax classification, why are they making people jump through hoops to register for this scheme, or anything similar, Toll Bridges for example? they already know they are used by Disabled Drivers because the Registration Number registered at DVLA tells them so.
    Just seems yet another needless layer of bureaucracy, and a waste of time, space, not to mention running costs, i.e. taxpayers money to create needless jobs to me.

    There’s a difference between a blue badge and the disabled tax class. Not all blue badge holders qualify for the disabled tax class, as the eligibility criteria is different, and in any case it can only be used on one vehicle which is exclusively used for the needs of a disabled person. Vehicles with a disabled tax class are automatically exempt from London’s congestion charge without the need to register with TfL. Blue badge holders that don’t have a vehicle with a disabled tax class (or get lifts from family and friends) can follow the instructions on this page to register up to two vehicles with TfL for the congestion charge 100% discount.

    My mum has a blue badge and has this. She had a bad stroke and is genuinely disabled. Applied for ulez but don't seem to be getting a response or approval. Submitted several applications but nothing. Anyone else had this?

    Had a family member who was registered for this using their parents blue badge. Only problem was his parents lived over 200 miles away and had never been in London in their lives.

    Likewise my sister in law has one because she lives in Maida Vale and it makes parking easier. Bought a £70 wheelchair on Amazon for the assessment, saved her loads of money.

    The blue badge scheme is abused because you can save so much money which is a shame for those who genuinely need them.

    Saw a huge increase when they started giving these out for stress and depression. Not what the scheme was designed for and hugely open to abuse. Anxiety of getting public transport and finding/paying for your own parking doesn't feel fair

    No not with a Blue Badge. You only get free tax or 1/2 price if you meet the criteria below

    You can apply for exemption from paying vehicle tax if you get the:

    higher rate mobility component of Disability Living Allowance (DLA)
    enhanced rate mobility component of Personal Independence Payment (PIP)
    enhanced rate mobility component of Adult Disability Payment (ADP)
    higher rate mobility component of Child Disability Payment
    War Pensioners’ Mobility Supplement
    Armed Forces Independence Payment
    The vehicle must be registered in the disabled person’s name or their nominated driver’s name.

    You can get a 50% reduction in vehicle tax if you get the:

    PIP standard rate mobility component
    ADP standard rate mobility component

    To answer my own question
    "Vehicles for disabled peopleBlue Badge holders need to pay the ULEZ charge unless their vehicle meets the ULEZ emissions standards or is registered for one of the following three grace periods (temporary exemptions):

    1. 'Disabled' and 'Disabled Passenger Vehicle' Tax Class grace periodDisabled people whose vehicles are registered with the DVLA as having 'disabled' or 'disabled passenger vehicle' tax class benefit from a grace period which exempts them from paying the ULEZ charge until 24 October 2027. This is valid as long as their vehicle doesn't change tax class. Read the eligibility criteria for the disabled tax class exemption.

    If your 'disabled' or 'disabled passenger vehicle' tax class vehicle is registered in the UK, you don't need to register with us to benefit from the grace period. If your vehicle is registered outside the UK, you are still exempt from paying the ULEZ charge during the grace period, but you will need to register with us.

    You can apply for this grace period if you are a disabled person over state pension age who receives Attendance Allowance but your vehicle does not have a 'disabled' or 'disabled passenger vehicle' tax class. You can apply for your own vehicle or one belonging to your nominated driver.

    You'll need to upload copies of:

    • Your most recent Attendance Allowance award letter
    • The first 2 pages of the non-compliant vehicle's V5C log book (DVLA registration document)
    • Your photo ID, such as a passport or driving licence
    If the vehicle is registered with the DVLA to your nominated driver, you'll also need to provide a letter confirming that the registered keeper is your nominated driver, and that they use the vehicle solely for your personal needs. This must be signed by both you and your nominated driver.
