I've had touch Chromebook's before and found myself barely ever using touch. Chrome OS just isn't optimised for it, and I just don't feel the need when a decent touch pad will do everything you need.
it might just be me, but find a pointer much more useful and intuitive than a clunky finger that obstructs the screen and makes it grubby.
Maybe it's because I'm typically a laptop 1st user and only use my phone when I'm out and about and not graduated over to a phone 1st mentality/usage pattern?
Were you getting an error message / something on screen or did it not even power on? If the latter, did it seem to be charging with the included charger / fully charged OK? You'll probably see any battery/charge LED indicator turn white/green/blue to indicate it's full rather than a typically a red or amber. (edited)
