If you want to 'dig stuff' into borders or pots then manure would surely be better.
Very variable quality, all of the problems cropped up that have been mentioned above. If you care for your plants and are serious about growing, then this stuff is no good.
Only for top dressing, after a good sieving to take out any junk.
Me personally, just mixed in some well rotted manure and a handful of perlite/vermiculite to bring it up to any other usable grade.
Save yourself from unhealthy, bad plants and unnecessary faff. Get looking for better stuff.
Allotment holders, you should be making your own compost nowadays. This peat free stuff these last few years combined with the price inflation means we are getting an awful deal/quality with buying compost.

Ok for mixing in beds or allotments use.
