On my Android, if I long press on the hotspot icon I get the relevant settings. There's not much there though, basically the name, password etc. I'm not aware of mobile tethering having anything clever like firewall, IP routing etc.
look on your phone Wi-Fi settings for the hotspot connection (you haven't said if it's Android or IOS). The IP address for the router is the one shown in your phone Wi-Fi connection IP settings settings as "Gateway".
You would access your router settings the same way, connect to the router IP address (the local gateway) using a browser
