My first thought is its a heat shield for exhaust silencer but on closer inspection looks like a specially designed bag for the spare wheel, what car is it ? (edited)

I could tell straight away when zoomed in, edges are crumpled which wouldn't happen with a heat shield unless they drove over something high, also exhaust would have to be missing for it to be on show like that. Zoomed in the material look like a bag for life with a thicker material around the bottom rim to stich the bottom and sides together. (edited)
