Cruise Critic's Find a Cruise section has price tracking and 90 day history.
Whilst there probably is a statistically best time to book, I feel like it is a difficult question to answer because it really depends on how full the sailing is and that's too variable. Maybe one ship is selling well, another isn't. Maybe Med cruises are, but Fjords aren't etc.
If you've not seen that site before, don't venture into the review section, they're a picky bunch. No chocolate on the pillow at night is a 1 out of 5 rating offence.
Most agents stop showing prices online 1-2 weeks before departure, still bookable by calling usually though. So if you are thinking truly last minute, that's the only consideration to make.
