PAYG that can be activated and receive SMS without top up

As the title says, needing a PAYG or similar at low or no cost that can be activated without the need to top up.
I just want to verify an account via SMS so I do not need it forever, once every few months or so.
I did find a thread from a few years ago but unsure if that is still applicable.

Lebara, 3, o2 - all can receive sms as soon as you put the sim in, without any activation or registration

I am fairly confident any UK PAYG telco SIM can receive SMS messages when out of credit (at least for 6 months)...

Asda mobile sim does not need top up to activate. Just make a call upon inserting the sim of Asda mobile.
