Council bathroom flooring

Hi. I have the sparkly slip proof lino in my council home. I've pulled most of it up. What have they used to glue it to the floor. It looks like cement, how do I get it up. I've been trying to scrape it up but some bits are just not moving.

    You probably had altro flooring. Your best bet is an SDS with a chisel attachment.

    From what ive seen the last few years, our local council couldn't maintain a cardboard box, im glad you put allegedly (edited)

    It's most likely Hard vinyl flooring as mentioned above. They use contact adhesive to glue it down.

    Probably the easiest ways would be a angle grinder. Otherwise a sharp chisel and hammer.
